Benjamyn I. Scott and Konstantinos I. Andritsos’s article considers the European Commission’s 29 November 2022 document, “Drone Strategy 2.0 for a Smart and Sustainable Unmanned Aircraft Eco-System in Europe”. The authors review the strategy’s main objectives, strengths and weaknesses, and the legal and policy issues involved in developing the EU drone sector; they also trace the path from Drone Strategy 1.0 and the Drones Leaders’ Group Report to this document, and discuss the Commission’s shift from an initial safety-based approach to geopolitical protectionism. The article regards the strategy as a positive political initiative while arguing that further legal work is needed if its goals are to be achieved.
