L. Nishimura examines the obstacles to establishing a protection framework for people displaced by climate change. The work focuses on the difficulty of addressing their protection needs within existing approaches.
It also considers the need to incorporate migration into climate change adaptation strategies. In doing so, it connects the search for a protection framework with the treatment of migration in adaptation policy.
