The art­icle de­vel­ops a tax­onomy of prac­tices through which States manage mi­gra­tion flows and en­force im­mig­ra­tion policies beyond their bor­ders.

It dis­cusses out­sourcing border-control func­tions, agree­ments with neigh­bour­ing or trans­it coun­tries, and in­cent­ives to other coun­tries, and sur­veys jur­is­dic­tion­al ap­proaches to the ex­tra­ter­rit­ori­al scope of human-rights ob­lig­a­tions.
