The article examines the recast of the EU Return Directive (2008/115/EC) through the objectives of effectiveness and fundamental-rights protection. It assesses Member State implementation and its effects on return decisions, voluntary departure, entry bans and detention, and also addresses shortcomings concerning non-returnable people.
