The colloquium “Les enfants sans enfance”, held at the Palais de Justice in the First Chamber of the Court of Appeal, opened with a presentation of the child as ‘a person in development’. William Duncan, First Secretary at the Permanent Bureau of the Hague Conference, presented the Hague Convention of 19 October 1996 on the Protection of Children; the programme also included sessions on children in sects and war, and on children who are exploited or enslaved.
