In this Neth­er­lands In­ter­na­tion­al Law Review art­icle, David Owen con­siders con­tem­por­ary pre­dic­a­ments con­cern­ing na­tion­al­ity rights through Hannah Arendt’s phrase, ‘the right to have rights’. He ad­dresses the rights to a na­tion­al­ity, not to be ar­bit­rar­ily de­prived of na­tion­al­ity, to change na­tion­al­ity and to nat­ur­al­ise, and argues for con­cep­tions of cit­izen­ship and in­ter­na­tion­al order cap­able of real­ising a right to have na­tion­al­ity rights.
