Benjamyn I. Scott’s article in Air and Space Law examines Commission Implementing Regulation 2019/947 and Commission Delegated Regulation 2019/945 on unmanned aircraft operations. It argues that, alongside safety rules, the two regulations may also be read as a set of access rules for the single European sky for EU and third-country operators, and it analyses the provisions governing access, including the open, specific and certified categories and the role of the competent authority.
