The article addresses the fact that EU free-movement law does not specifically regulate the situation of minor EU citizens, so they are often treated merely as family members of their EU-citizen parents. Julia Villotti argues that this can obscure the children’s own rights flowing from EU citizenship and contribute to a structural inequality affecting children linked to third-country-national parents when they seek derived rights; using FL as an illustration, she shows that where both child and parent are EU citizens, the choice of perspective cannot be reflexive or arbitrary, but requires an assessment of the legal position of all EU citizens concerned.
