This brief article pays tribute to Or’s legacy in aviation law and policy. It examines KLM’s role in European air transport, the liberalisation of Europe, and Or’s contributions to bilateralism and multilateralism, concluding that real liberalisation was produced by low-cost carriers rather than regulators and policymakers.
