Second IIN-HCCH Meeting of Governmental Experts on International Child Abduction by one of their Parents
Development summary
The Inter-American Children’s Institute and the Hague Conference on Private International Law co-organised the Second Meeting of Governmental Experts on International Child Abduction by One of Their Parents, held in Buenos Aires from 19 to 21 September 2007. Judges and Central Authority officials from Argentina, Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, Panama, Paraguay, Peru, Trinidad and Tobago, the United States, Uruguay and Venezuela made up the main body of participants; observers attended from Spain, UNICEF, Missing Children Argentina and academic circles. The meeting aimed to contribute to a working plan for the Inter-American Programme of Cooperation for the Prevention and Remedy of Cases of International Abduction of Children by One of Their Parents, and to work on implementing conclusions and recommendations concerning the practical operation of the 1980 Hague Convention and certain implementation issues under the 1996 Hague Convention. Its outputs included a draft procedural model law, a preliminary study on the 1996 Convention, and recommendations on judicial communications, a judges’ network, liaison judges, Central Authorities and national child-protection systems.
