Adnan Söylemez, Hakki M. Ay, Duygu Ilkhan Söylemez and Nihal Güneş Ay analyse how joint public policy design by Turkish and Syrian public administrations can support poverty alleviation, vocational reintegration and local job creation for Syrians returning voluntarily from temporary protection in Türkiye. Their qualitative analysis draws on migration reports, international development policy documents and empirical field data, addressing the lack of adequate housing, employment opportunities and basic public services in areas of return.
The authors find housing reconstruction alone insufficient for sustainable return and identify microcredit, mutual recognition of vocational credentials and support for small-scale craft and agricultural enterprises as prerequisites. They advocate Joint Employment and Social Cohesion Centers coordinated by public employment agencies, chambers of commerce and local administrative bodies on both sides of the border to reduce regional poverty and promote decent working conditions.
The relationship between voluntary return of Syrians under temporary protection in Türkiye and joint Turkish–Syrian public policies supporting vocational reintegration and local employment.
Mutual recognition of vocational credentials is identified alongside microcredit and enterprise support as a prerequisite for sustainable voluntary return.
