On the text’s account, article 20/4 of the Turkish PIL Code and the 1961 Hague Convention both bear on the issue, but the Convention’s conflict-of-laws rules apply first; article 20/4 comes into play only where Turkey has entered a reservation to the Convention or where the testator died before it entered into force.
